ICE4SAFETY has had this Excel based spreadsheet tool online for several years now and it is still a relevent document in light of all the potential for catastrophe to occur resulting from one source or another....you will find it here on the DIY Forms Page

It is meant to be used by one or more family members.

You could complete the form as is or modify to your specific needs as directed in the "Read Me" comments inserted into the document. Once completed you can upload into a USB Drive/DVD and secure with your as you evacuate or secure underground or in a safe or with trusted relatives or maybe a copy in a bank vault.....all the time remembering that the information would be a gold mine for identity thieves.

No subscriptions required - no fees to pay - no membership to enroll in -no third-party to call - you control it. This is strictly a DIY tool.

In the event of an emergency requiring an immediate relocation you could access this info and take it with you if it were on a USB or portable secure drive. You could also place this information on an online file sharing database or backed up on a paid service that does this. If the internet is down or access is not available you could still have this information with you to help begin the timely and more orderly reconstruction of your life if your worldly possessions were destroyed. (it is also a great way to get organized - especially if you are sick.)

Sample Emergency Operations Manual

Critical information for the operation of emergency equipment for industry is usually located in well defined, easily recognized and often mandated binders, manuals or laminated placards in close proximity to the equipment.

Many workers in construction industries often don't read the instruction manual for the tools they use - often leading to serious injury or death. We know this for a fact. You should read all your manuals after installation or storage and it is a good idea for everyone who may be required to use the gear to also become familiar with the manuals as well as have hands on experience that you can "exercise" in one of your preparedness drills.

The average homeowner may have operation manuals for equipment located in a variety of places throughout the house or outbuildings or if organized it might find a notable place in a file drawer.
We recommend a simple color coded file system to help identify various info in paper file form. Under stress and when your home is in shambles, locating operating and troubleshooting instructions for such equipment as back up power systems, generators, custom electrical installations (wind/solar/turbine etc) needs to be expedient.

Emergency Manual Cover Form

People afflicted with "normalcy bias" or "it won't happen to me" syndrome may assume others already know what they know. When disaster strikes and they are not available to figure everything out, the operation/repair of the equipment may be relegated to a spouse, child, relative or neighbor who may not be as knowledgeable or skilled. In some instances your family's safety and continued comfort might rely on a total stranger or "new friend" with skills.

Communications may be down (you can safely assume THAT) so having essential info in a conveniently located and easily recognizable binder will help make sure locating it is easy. A secure but acknowledged family location for emergency gear and info can also help.

We suggest service company contact info (business cards), typed out procedural lists, inspection checklists, safety warnings and other reference / service manuals (example above). This manual can/should be in addition to important info laminated or bound and already stored with the equipment.

Always try and remember - Redundancy.

One surefire way to instantly recognize your binder as pertaining to emergencies is to have the ICE Logo on it.....that is what it was designed for. Training is a snap.....everything identified with the ICE Logo pertains to emergeny use. Simple.
Fancy artwork or cute graphics symbols usually add to the confusion. Industry standard MSDS binders are simple too.

You can certainly create a binder like this for home. We have added a cover page (see above) you can download and print to use that incorporates the ICE Logo already - it's ok to use in color, b/w or grayscale.

One line is for your home address/name and you can define the other system or equipment you wish to include here....you may want to identify emergency and non-emergency info using color coded systems.

Drill Baby Drill!

Seasonal time changes ( Fall Back - Spring Ahead) can be a good time to schedule a preparedness drill of some sort. You may not be prepared for a full scale "shut down" or "bug out" drill but not to worry.

The whole point of conducting a practice drill is to be able to assess strengths and weaknesses in your preparatory plans and implementation. Drilling also provides some essential insight into your ability to cope with and interact with others (family, neighbors, local businesses, utilities or otherwise) that you may rely on in an emergency situation.

Never has there been such an emphasis on preparedness since the Japanese earthquake / tsunami / nuclear catastrophe this month. It is absolutely one of the worst events in our lifetime.....unfortunately, that is what it takes to get some people motivated to take care of themselves and overcome Normalcy Bias.

You can conduct drills in many ways bearing in mind the whole purpose of doing one is to strengthen your ability to respond to a crisis. What you prepare for unless it is very specific usually never occurs as you may anticipate but your planning and prepping and drilling activity allows you to better adjust and ultimately previal.

There are some instances where your ability to survive just may not be possible and you have little if any control. Those should be considered in your overall assessment and you can make preparations for your survivors as sorry as that sounds.

Limited action or focus drills can be done more often - some examples:

These are a few limited focus - limited event incidents that you can engage the family on to assess your readiness and state of preparation. This won't turn off the kids or tire you out just thinking about it.

In a major catastrophe many if not all of these will take place. Don't overwhelm yourself at first - undoubtedly those new to this preparedness activity may want everything to be resolved immediately and their prepareations to be completed in one fell swoop. It is not going to happen because it is a dynamic process and not a static event like preparing for a birthday party. Things change, stuff happens and you need to go with that flow as well. If you begin by biting off smaller components and having some success at it can help build your confidence and encourage you to continue with others.

Radiation Exposure - Potassium Iodate

Nuclear Radiation incidents in Japan as a result of the massive earthquake there have prompted people here and around the world to review their planning for such an event.

Japanese authorities are distributing Potassium Iodate tablets to citizens in the country where it is most likely radiation exposure would occur.

These are some "expired" samples from a friends Bug Out Bag. The IOSAT Brand has been around for a long time and you can usually acquire them at pharmacies. You can buy a variety of anti-radiation pills online that block absorption of Radioactive Iodine into your thyroid.

We might suggest that if you are conducting a "drill" today you consider your actions in such an emergency and how you have prepared to evacuate or shelter in place. Many of us are living close to such reactors.

Pray for those people in Japan who have literally disappeared as a result of the earthquake and Tsunami.

Food Stores - Canned Meat

If you like many others you are planning for an extended duration without access to food and you'd like to maintain a suitable variety of edible selections for a "stay in place" or stocked cabin somewhere.

In any event you will likely be wanting some meat products (unless you are an avowed vegan) to supplement the bark and twigs you stored up in your survival cache.

Dehydrated or freeze dried meat is fine, they are usually associated with an entree of some type but can be acquired in #10 cans of diced or chunked piece.

Problem is that these canned dried meats are now super expensive ($40-$60 per can) and there seems to be a 6 month waiting period from some suppliers. Once you open a large can of dried meat means you are likely to have to eat it all in a week or two according to the label. If you have a family that should be easy enough to do but if only 2 or less ell you might opt to vary the menu more

Note that a switch overnight to dehydrated foods from your normal diet may produce some unexpected gastrointestinal distress until your system eventually adjusts. That is why trying some of the various entrees ahead of time and on hiking trips is recommended. Try to incorporate that into one of your emergency drill weekends, no power, no luxuries and use some of your stored foods.

You are also going to need fat in your diet if you plan on being healthy long term so don't be storing up a ton of fat free food in your basement - you'll likely expire. Meats will provide those essential fats.

Enter longer term storage canned meats.

Keystone Pork

As a component part of your stores you would want to have a familiar foodstuff that is easy to transition to and that can help flavor the diet extenders such as rice, pasta, soups and breads. We have tried some of the Amish canned meat products - often hard to get in quantity - but very good. We even found that the ground beef better than the average fair at the grocery store.

We recently tried the Keystone Canned Pork. They are located in Lima Ohio...been there.
This product was processed for long term storage - at low temperature storage of 65 degrees or less we could safely say 5 years plus is easily accomplished - as we have eaten Dinty Moore Beef Stew well past expiration with no problems......it looked more like dog food but tasted okay.

Some canned foods have been consumed after 40 years of storage - but let's not push our luck.

This was simply prepared by heating in a skillet and adding some barbecue sauce (Jack Daniels) and the texture, flavor and appearance of the product was as described. In fact it looked so good we forgot we were testing it and ate it without first taking a picture of it in the skillet. Sorry. We'll get more and place a pic here.

Pork and Salt

What you should consider is getting as much meat as you can afford to get (45-50lbs or equivalent per person per year of meat is a good rule) for you and your family considering the time frame you wish to prepare for. That is not a lot, but just enough to fulfill some dietary requirements for protein and fat.

We would suggest you get a variety of chicken, ground beef, beef chunks, turkey, pork and rotate the stock if you have a reliable source of this product. There also is nothing like real broth to extend your dishes even further. We noted the contents of the Keystone Food as nothing but meat, salt and the can. Having this flexibility in your meal preparation if you are sheltering in place, suffer a downsizing, long term disaster or ailment this is better than insurance.

Protein, Fat, Cholesterol

Larger cans are good for larger families and smaller cans are good for 2 person homes - figure on having "company" of some sort during hard times and also in a severe situation you might need to barter a small can of meat for something else you may need more like medicine.

Food Rotation Tip:
Place the Purchase Date on Can as "P" and the date - P3-10-11
Write the Expiration or Best if Eaten By date as - X5-25-14
This will give you two reference points as to which cans to consume first.

Food prices are going to go up not down anytime soon - we found this on sale at CampingSurvival.com and they have some recipes there as well.

We plan on testing the Broth and other meat selections next....if they are as good as the pork....this should be good eating.

Product Evaluation - Kaito Voyager Radio

Radios - you'll likely need one WTSHTF.

Some are worthless in an emergency and often lack the sensitivity to receive channels or only get AM/FM.
Some are simply junk giveaway items or have fragile parts that break - ok, actually most of these are plastic and fragile unless you are buying a multipurpose VHF/UHF/MURS professional transceiver...

We don't want to sound elitist here so use whatever you can afford. If you can afford a radio for around $50 then here is one that has considerable utility and may prove a lifesaver. People seem to be able to buy $500 phones and $100 sneaks - so pop for one of these type of radios.
This Kaito also sounds good when played for everyday use so if convenient, keep one handy wherever you are. They come in different colors so each family member, vehicle, evac car kit or work location can have a different color if you wanted to differentiate them that way.

This is a utilitarian radio with useful features that can be used to support emergency communication in disaster situations and for short term use will provide a level of safety by self charging and being used to charge other devices. Price is reasonable for the features. Barely packable as it is not a compact radio but easily carried in briefcase to work, vehicle or other conveyance.

We suggest you get the ac power pack for an additional $5.

You might also consider this radio to store in a faraday cage in case of an EMP attack.

Every now and then a useful preparedness DIY idea comes along and then someone improves upon it and markets it. This is one of those ideas……

With a property related crime occurring every 3-4 seconds in the USA and security costs rising like all else, people have resorted to a variety of different ways to secure or hide their property and valuables.

An essential element of being prepared is securing assets and critical information in the event of a loss from man-made and natural disasters. Struggling for months or years to reassemble your life as some others have had to do is not advantageous to your long-term mental health or physical well being.

Some initial thoughts on this device:

It is simple to use and anyone with property can take advantage of it. Even if you don’t have property you can use it in remote locations.
It is durable and made to withstand the rigors of being buried.
It can be used for other purposes such as securing gear on a boat or similar craft if need be.
You can secure cash, certain valuables, coins, data backups on CD or high quality MilSpec USB Drives and a host of other items.
Certain firearms can be folded up or partially disassembled and most handguns can be stored along with properly sealed ammunition.

There are many places you can use this device…camps, homes, remote wilderness.

Some precautions….if you live in flood prone areas or one is anticipated then you need to consider burying where it might not be subject to a river of fast-moving water or it could end up in another county.

Suggestions:

As added protection and piece of mind you should consider vacuum sealing your stored items and placing a fitted foam top or cover over the contents to prevent dirt from entering the enclosure when opened.

Now if you were considering securing your goodies in one of those big box store “fire safes” here is what they look like after a screwdriver (look close it is in front of safe) gets hold of them. They can easily “walk away” from your home or apartment too.
They might make a good diversion to keep a burglar occupied for a while or until they get spooked enough to leave. Note the higher quality Gardall Safe took longer to defeat.
Consider leaving $50 inside as an incentive to quit and leave your house if they (burglars) make it that far. Put something heavy inside so they think they got something.

Winter Snowmobile Safety 2011

Once again the white stuff is here and in great quantity for those of you lucky enough to have snow like Oswego County and the Tug Hill Regions of New York.
When you are having this much fun, few of us want to consider "emergencies" or "preparation" so the time to get that out of the way is BEFORE you head out.

Having a game plan and making sure that if you (or your sledding buddies) have certain medical conditions, take certain medications, have serious allergies, special needs or maybe just want relatives notified ASAP in an emergency - then ICE is for you.

ICE can play a roll in improving your odds of getting the correct medical treatment in that critical "Golden Hour" of intervention.

Even if you don't live in the snow belts but travel to some of the other great white spots in the country for this recreation or sport, then being prepared beforehand is an absolute must.    This is especially important if you sled alone as some folks do. Having a well though out emergency kit on hand at all times and knowing how to use it ahead of time will go a long way in saving your butt!

In an emergency, First Responders or fellow sledders will notice this symbol and realize that you are equipped with emergency contact and medical information in the form of ICE Cards, ICE Medical Forms, Smart-ICE in their smart phones, or Emergency Contacts & prerecorded messages programmed in their cell phones. ICE is also used in/on your vehicles where you can store additional information or back up copies as well. Redundancy works!

There is nothing worse than you or your buddies not having a clue about how to help each other out in an emergency - it could spoil your whole trip.

Preparedness Supply Assessment

Time to take stock folks.....things we hear about going on in foreign countries and our own non representative government are cause for great concern and you need to assess your long term strategy for survival. The public safety agency mantra of a few days food, water, spare clothes and some "sturdy shoes" is past history.

Well, in any event the bottom line is while there are a number of great people out there willing to help out short term and some fine first reponders but the long term solution is always going to be up to you.

Food.
If you have the room you need to have a years worth on hand for the number of people you "plan" on sustaining for that period of time. Remember, an emergency could also be job loss. We have spoken to folks who have been out of work for some time and managed to survive off their stored food. Could you?

Dehydrated food is your best bet.....but only if you can tolerate it. Try the packaged food from dehydrated food makers at your local camping supply store. Try and imagine a steady diet of this food and integrate it into your diet for a few weeks to see how well you tolerate it. Reason being is that if this is your main source of emergency food then you will likely be mixing it up with what you have on stock on a daily basis to extend the life of the food supply. Going fully dehydrated overnight could be unpleasant - we tried it.
There are plenty of suppliers campingsurvival.com and nitro-pak and some food only suppliers are good sources.

You can get a years supply prepackaged but do check out the quantity and the types of meals you are getting. Variety is key as is ability to use these foods as extenders for whatever you might have on hand or come across during your extended state of emergency.

MRE's and Prepackaged Sandwich Foods can be useful for immediate use as they are precooked and help you get yourself together, focused and thinking clearly while on the move or during the onset of the emergency or on the immediate mend after a storm or terrorist attack.
Long term they could be used for excursions or immediate relocation but as a stored supply they would take up considerable amounts of space. They could last up to 10 years if stored in a dry low temperature environment- but mainly rated for 5-6 years generally.

Meat substitutes sound good but TSP or textured soy protein may not be your favorite. They do offer the ability to stretch your supplies and they can be flavored with flavorings to taste like most meats and mixed with other foods.

Other meats/fish like Tuna, Beef, Freeze dried beef, canned turkey or ham spam or chicken will round out your array of meats. Remember variety is a key to survival as well.

Water
3 Gallons per person, per day. Sounds like a lot and it is. If you are going to sit still for your entire time you might be able to survive on less....if you plan on working to survive then 3 gallons is the rule of thumb. If you practiced your preparedness drills as we mentioned in earlier blogs you 'd see for yourself how 1 gallon per day canbe a challenge.
Soldiers in combat can use up to 11 gallons a day in desert climates.....so consider your local climate? One person at that rate is 365-1095 gallons for one year. Will you have guests/family - if so you will have to creative and quickly. Remember others will be in a more dire need if they have nothing in store....so don't advertise your water storage.

You can do the math. Now find the room that is out of the sunlight can be accessed to check quality. Make sure you have material handlers that can move your water containers as well as hand/non powered and powered pumps to extract water when you need it. Some folks have wells and can draw up water using hand pumps or back up emergency power....assess your situation and provide the solution to keep your supply going.

Water Storage can take many forms, large tanks, 55/30/15 gallon drums, 5-6 gallon plastic containers, military water containers can be obtained in your local farm supply store or camping outlet. Military water jugs can be found surplus or at Brigaide Quartermaster. Get these for your bug out water supply - hard to break them. Smaller containers can be moved and stacked.....drums can be buried if need be. Large farm water containers are expensive but can be buried or stored disguised as something else. In an apartment of small home/condo you can use a WaterBob to quickly store 100 gallons using a temporary storage container that uses your tub as the support - simple/cheap keep ready for use anytime at home. You need a tub of course.
Bottled spring water can taste awful after a short term....commercial bottled water products are reverse osmosis purified tap water. These will take up lots of room but if you have to give away some bottles to get people to leave you alone it could be helpful to have a few cases on hand for that purpose or for barter.

Doesn't Take Much to Temporarily Disrupt Water Supplies in Winter

Water Purification can be as simple as 16 drops of unscented chlorine bleach (5-6% in solution) per gallon. Most bleach products will last about 6 months in storage so rotate your stock on hand or buy newer if this is your route.
Ceramic filters from Katadyn http://www.katadyn.com/usen/katadyn-products/ are the best and they offer gravity feed, pump and various filter types for emergency use and camping. Get spare filters as well. Boiling water will take enormous amounts of energy to accomplish purification.
Chemical purification should also include Micropur, Liquid Oxygen, Antifloculants, Iodine Crystals. UV Light purification like a Steri-Pen with rechargeable solar battery packs is smart. Don't rely on just one type of water storage or purification method. Just like you wouldn't bet you life on having all your emergency medical info in a cell or smartphone. Redundancy is important.

Fire Safety Evacuation - Gear Bag

This idea could raise a few eyebrows at the local fire department that for years have told everyone to just get out when the smoke alarms go off. Well we certainly aren't going to argue with "getting out" when there is a fire. Few people train to handle a fire in their own home but if you are (good for you as well) then you may have other plans. Make sure you have an adequate number of fire/smoke alarms and they are tested regularly.

Given the Winter season and sub-zero temperatures, it is not hard to imagine people suffering from exposure in very short order if they were to simply evacuate their homes at the first sound of a smoke alarm. Others may panic become confused and start to look for things they think is important to them.  We are suggesting you assemble them ahead of time and know they are there - and practice your fire drill evac using this idea.

Given that most people do not go to sleep wearing winter thermal wear, jacket and boots we are suggesting that you assemble an easy to carry bag of clothing and gear. On your way out the window or before you climb down your emergency ladder - toss the bag.  We tried this and it amounts to about 1.5 seconds.

You don't need to run out and buy a new bag or any gear....this kit can be comprised of existing supplies and those you could live without on a day to day basis. This pack here is just one of our Military Gear Bags for demonstration purposes.....and has too many straps and clips that can hang up on something in an evacuation so use something akin to a soft sided duffle/gym bag. Waterproof or weather resistant material would help.

If you plan on having winter guests you can assemble a bag for them as well ahead of time or suggest they can keep one near their bed in case of fire as a part of your evac plan.

No keys, no light, no phone, no shoes.....and very cold. How far away is your neighbor.....and in what direction? How long until the fire department gets to your location?

You can Choose Optional Gear as long as you Can Carry It and it fits out the window.

Ok, some spare keys for new cars can cost a lot of money ($500) so you'll have to work that out in your plan somehow. If you have a detached shed or garage you might be able to store a marked (ICE) bag/Rubbermaid container there if you can get to it easy enough and have a smaller pack with keys, lights and phone with you.
Discuss this when you form your home evacuation plan.   There are other issues to discuss but this is one suggestion that might make a difference in your particular situation.

A Cicero NY firefighter responded to our notice rescuing this fire hydrant!

Winter is no time to hibernate when it comes to preparedness and fire safety especially...while you are out shovelling, snow blowing or plowing, please take a few minutes to remove obstructions (SNOW) around your nearby fire hydrant. If you live in a fire district with volunteers remember it may take extra time for them to respond to your fire....those 10 minutes will seem like an eternity. Why have them waste even more time shovelling to your hydrant?

Update 12-12-10: We've added a zipped file of posters on the main page of the website and Adopt A Hydrant Certificate files so your FD can create their own posters and let people "adopt" a hydrant for the purposes of ensuring it is clear of any obstruction (snow) in the event of a fire..... check them out.... http://www.ice4safety.com/

Okay here is a hydrant in DEWITT, NEW YORK shoveled out recently(okay, we used a snow blower!) so even a Fat Santa can get around this one ....or a heavily outfitted firefighter. 10 feet of clearance all around so the snow plow won't block it in. Don't scrimp here. Teach the kids how to do it.

Suggestions: Town/Village/City could place a family (or families) name on the hydrant that is charged with clearing it out (See Pics) using easily applied label tape or they can implant a locater stake with a flag with the names on it.....and keep a spreadsheet database of names.....contests or business sponsorship (they can clean out theirs as well) are all possibilities. We have included an "Adoption Certificate" in our Fire Safety Zipped File so Fire Chiefs or sponsors can issue them to willing participants.....which should be everyone. This goes for dry standpipes in rural communities as well.

Can the concept of ICE get any simpler? Talk about KISS!

In an emergency or disaster the untrained and undisciplined will react based on instinct. Authorities should have and will need a readily available, easily discernable and highly effective system to turn to that is easy to use, easy to understand and that transcends language barriers.
There are too many artistic but essentially ineffective icons from every agency in existence competing but are much too confusing for people who may be in a shocked state to evaluate and react to. ICE was designed to simply and effectively combine all of these competing symbols under one.

Eventually, major phone manufactueres will embed an ICE Code into phones that will enable users to utilize the devices as secure emergency medical record and contact devices (voluntary of course) as well as for communication purposes.

Construction Workers have been using ICE as one part of a company comprehensive Emergency Action Planning strategy that can be used on the jobsite as well as taken home, vacation, travel and in recreation by the whole family.
Most jobsite safety solutions stop once the worker leaves the door or the jobsite - ICE is 24/7 wherever you might be....and if you forget your "bracelet" or "necklace" or phone (haven't we all done that at one time or another) there can always be a redundant preparation that can substitute in their absence.

ICE4SAFETY will be participating this weekend at a regional fireman/ems/police fundraiser 5K run for the local University Hospital Burn Unit conducting educational activities for those in attendance.

ICE is a collaborative effort by public and private industry safety professionals that is bringing messages and solutions about preparedness to people in ways that are practical, effective and easy to accomplish.

The benefit run for the local burn unit grew in attendance this year and plenty of positive responses were received about ICE from Police - Fire and EMS in attendance......not to mention the runners and their families & supporters.
ICE responded to the request to attend the race in one day and were ready on short notice. This solution post is on the 5th day and waiting for approval. The contest is over in a few weeks.

We had to write this after navigating through about 80 local "Fleet Feet" runners on the Erie Canal path during an evening bicycle sprint.

It was great to see the majority of runners with headlamps and reflective vests like the Nathan Amphipod.

We have one and made some quick adaptations that includes ICE Stickers, ICE Cards and ICE Medical Info Forms. Now that Winter is here in some locations - so are the sliding cars and trucks.....if they can't see you, they may not even realize they even hit you. Besides snow and slippery pavement there are the ever growing number of distractions drivers have like phones, food, make-up, animals and you name it...we already blogged about one moron shaving as he drove!

This particular vest has a large enough zippered mesh pouch up front to carry ID and the important ICE info. Since you can get these ICE tools for nothing there is hardly any reason you shouldn't. we might suggest Bike and Running shops consider providing this effective low cost public service for their customers? Ski slopes too!

How many times have you read stories of bikers and runners wiped out by cars or trucks and public safety officials not knowing who they are for hours or days? Don't let it be you....and don't think everyone will automatically know who you are or who to call if you were injured and couldn't speak for yourself - most of us are not THAT well known.

Wet weather? Not a problem as cards are coated and weather resistant or you can laminate them yourself for added foul weather protection and durability...stickers are outdoor weather resistant as our outdoor test stickers (2 years running now) attest to. We can see that having slightly more expensive reflective stickers in the 1x1" size as well might be our next product offering for the biking and running crowd.

Business Continuity – Have you any Plans?

So it’s a Monday morning and you arrive at the workplace to find that not only are all the staff standing outside the business...they are in the company of Firefighters...or Environment Agency...or?

Nightmare begins!

You have no contingency, the workers have nowhere to conduct YOUR business, receive YOUR customer’s calls, take or process their requests...
Along with the building, the IT and telephony has been rendered useless. With just one fire/flood/contamination - your business and reputation has been destroyed.

What are you going to do now? What is your next action? Cry probably!

Alarmist you think? The scenarios above - whilst fairly occasional, are just three of the dangers your business faces when you are without effective resilience and business continuity planning.

What if your IT infrastructure is compromised - by security or software/hardware/systems failure?

What if you’re staff become ill with a contagious bug. Perhaps they cannot even get to the workplace due to environmental challenges such as fog, ice, snow, winds or floods. Maybe it will be transportation issues for your staff or suppliers or dispatch teams. Road closures, transport infrastructure collapse, strikes, fuel shortage or terrorism, to name just some.

Supply chain – Do your providers of services or goods have resilience? Have you got a ‘back-up’ for that little challenge? Have your fiscal affairs been risk assessed?

EAVES Ambulance Needs Your Help!

Criminals broke into the EAVES Ambulance Corp in East Syracuse, NY 10-15-10 and stole valuable emergency equipment from them that is vital to their operations. They also damaged other equipment and the scene support rig.

This rig is there to support firefighters on fire scenes to keep them hydrated and safe during extended fire situations as well as other emergency situations requiring additional support.

ICE4SAFETY is proud to be associated with one the best authorities on distracted driving - Stay Alive Just Drive.......an ongoing effort being administered by the ever dedicated Jay Anderson. Not one day goes by where we are not witnessing at least one near miss and countless other drivers being distracted by one task or another......and there are many.

We are supporters of the work being done by SAJD as we have witnessed the results of distracted driving.

We recently witnessed a motor vehicle operating on a highway erratically and upon exiting noticed that the vehicle was still having difficulty merging despite a wide and long merge lane....and no traffic to boot!

Low and behold, we passed this menace to observe an older man using an electric shaver on his face.......it comes close to the young lady seen driving while using her cell phone, juggling her coffee, lipping a cigarette and applying mascara.....

Seriously though ...it is so tempting to want to do other things to maximize your time while driving....even using a "hand free" device eats up 37% of your brain's ability to concentrate on the task at hand - Driving!

Red Cross Emblem Restrictions

Some merchants either knowingly or unknowingly are taking an easy route to what they might consider success by adapting their company product image to a version or an exact copy of the International Red Cross Emblem which has specific restrictions on the use of that symbol for anything other than Mercy Missions or use by licensees such as the American Red Cross.

Most people recognize the red cross on a background of white as an international symbol of humanity. What is not so well known is the fact that the use of this emblem is spelled out in international treaty and restricted by U.S. law.

It is hoped that this leaflet, by providing information and guidance about the restrictions, will prevent the inadvertent illegal use of the Red Cross name and emblem.

Observance of the spirit and word of the prohibitions guarantees the effectiveness of the symbol as a distinctive and universally recognized sign of neutrality that is so vital to individuals who are entitled to protected status in times of armed conflict.

The prohibitions are not designed to protect any vested interest of the Red Cross as an organization. Actually the American Red Cross and other national Red Cross societies are in effect only licensees. They have been granted the right to use the name and emblem for specified humanitarian purposes.

How did the Red Cross Originate as a Neutral Symbol of Mercy and What are Its Distinguishing Marks?There is more than a century of tradition behind the Red Cross emblem as a symbol of humanitarian protection. The idea developed from an international meeting in Switzerland in 1863 on improving care of the wounded on battlefields. One of the recommendations called for volunteer medical personnel of all countries to wear an easily recognized sign: a white armlet with a red cross, sometimes referred to as the ""Geneva cross."

An international treaty know as the Geneva Conventions was signed on August 22, 1864, by the representatives of 12 countries. It established the fundamental principle that "wounded or sick combatants, to whatever nation they may belong, shall be collected and cared for." It adopted the Red Cross emblem as the international symbol to identify personnel, material, and facilities used to care for the sick and wounded in times of armed conflict. By the terms of the treaty, persons and facilities bearing the symbol are protected from attack. Over the years the protection of the original Geneva Convention has been extended beyond the battlefield to include the shipwrecked, the prisoners of war, and the civilian populations affected by armed conflict.

Rigid definition of the form of the cross, the exact shade of red in the cross, and the shape of the white background was deliberately avoided to ensure universal respect for and to avoid abuse of the emblem intended to serve as the humanitarian Red Cross symbol.

In the treaty it was described simply as a "red cross on a white ground," created by reversing the colors of the Swiss flag. Thus, variations in dimension, shape, and shading would not change the status of the Red Cross emblem as a protective sign.

What Restrictions Do Current International Humanitarian Treaties Impose?The Geneva Conventions, as the original and subsequent related international humanitarian treaties are called, limit the use of the Red Cross emblem and the words "Red Cross" and "Geneva Cross" in both war and peacetime to identify the following: facilities for the care of the wounded and sick members of the military; armed forces medical personnel and equipment; military chaplains; the International Committee of the Reed Cross; the League of the Red Cross Societies (Now the International Federation of the Red Cross; and the various national Red Cross societies, including the American Red Cross.

Is National Law Involved in the Use of the Name and Emblem?Yes. To ensure universal respect for the protective nature of the Red Cross symbol, the Geneva Conventions obligate adhering governments to prohibit the unauthorized use of the name and emblem in both war and peacetime. Each government that is a party to the treaties enacts laws to protect the Red Cross name and emblem within its boundaries. The rules in this country were set by the U.S. Congress when it first granted the American Red Cross its charter on June 6, 1900, and they are now set forth in Sections 706 and 917 of the U.S. Criminal Code.

What is the significant Section of the U.S. Legal Restriction?It is contained in Section 706, Title 18, U.S. Criminal Code, part 18 which reads as follows: "Whoever, whether a corporation, association or person, other than the American National Red Cross and its duly authorized employees and agents and the sanitary and hospital authorities of the armed forces of the United States, uses the emblem of the Greek red cross on a white ground, or any sign or insignia made or colored in imitation thereof or the words ‘Red Cross’ or ‘Geneva Cross’ or any combination of these words- "Shall be fined..."

Are the Words "Red Cross" Copyrighted? Is the Red Cross on a White Background a trademark?No. The Red Cross name and emblem are not the property of the American Red Cross as a corporation. The American Red Cross is entitled to use the name and emblem only because it is the officially designated volunteer organization envisioned by the Geneva Conventions to assist the United States government in carrying out its treaty obligations. The treaties anticipate the existence of such an organization in each country bound by the treaties and authorize such organizations to make use of the name and emblem in carrying out the humanitarian activities for which they are established.

As the previous question and answer point out, U.S. prohibitions against the use of the emblem and name come from the federal criminal code. The prohibitions have nothing whatever to do with copyright or trademark law.

Are There Any Exceptions to the Federal Criminal Code Prohibitions Against the Use of the Red Cross Name and Emblem?Yes. Commercial concerns that used the name or emblem in connection with the manufacture and sale of their products or for other lawful purposes before 1905 are entitled to continue such usage. The United States government did not take away the rights that existed before the enactment on January 5, 1905, of the statutory provisions mentioned above.

Can the American Red Cross Grant Exceptions to the Federal Statutes?No. Although the American Red Cross is on e of the entitled users of the Red Cross name and emblem, as specified in the federal statute, it has no authority to interpret, waive, or relax the stipulations. In exceptional circumstances, however, Red Cross national headquarters may approve requests from Red Cross units to authorize the use by specially deputized agents of the Red Cross name and emblem in joint community projects with other organizations. For details, see the appendix to Use of the Name, Emblem, and Flag of the American Red Cross (ARC 544).

Is it permissible To Include Mention of the American Red Cross in Advertising?Yes, this can be done with the prior approval of the American Red Cross if certain stipulations are observed. A printed advertisement devoted only in part to the American Red Cross must be distinctively set apart from the rest of the advertisement. If the entire advertisement is devoted to the Red Cross, the name of the sponsor, the trademark, and the identifying line that is always used as part of the sponsor’s name may be designated in a byline at the bottom of the advertisement.
No advertisement through any medium shall carry the implication that the product or service of the sponsor is either endorsed or used by the American Red Cross. For additional guidelines on advertising involving the Red Cross, refer to ARC 544.

In Summary:
What Are the Rules for Use of the Red Cross Name and Emblem?
In accordance with International and federal law, the use of the name and emblem of the Red Cross in the United States is limited except for certain pre-1905 users - to the medical departments and to the American Red Cross. As noted above, the American Red Cross has no authority to waive or relax these limitations.

Virtually all of those firms that have used the name or emblem without knowing of its legal restrictions are willing to desist voluntarily, thus supporting and preserving the use of the symbol of protection of mercy.

Driver Safety - Be Prepared for Long Drives

Long drives alone can be problematic especially when you are impaired by lack of sleep or the duration of the drive.

This student travelling in Montana reportedly fell asleep and his vehicle hit the end of the guardrail - tearing off 120 linear feet or rail that went through the passenger front headlight and exited out the driver rear window area.

No passengers and no injuries.

Will you be so lucky?

Stop and rest where safe or take short breaks each hour to stretch an exercise. Consider stimulating drinks and eating light. Live another day.

Vancouver continues to unveil many of the events designed to educate and create more awareness for residents about personal preparedness and using ICE.

This past weekend involved the Police, Fire and EMS along with the Vancouver Community Policing organization VACPC in a yearly public event that brings the public in contact with their public safety crews.

Vancouver's Cops and Kids 2010 was another "fantastic" success - this time ICE played a roll.

September 25Th is annual Community Policing Day in Vancouver and more events are scheduled with ICE playing a big part. Enthusiasm for adopting ICE as a common sense safety tool has spread quickly from the city organized events to the National Police Force - the RCMP as well as multinational businesses that have come to recognize the value of having their emergency action planning symbol reflect that of the local community.

Having community and business emergency action plans that compliment each other makes perfect sense because it reduces confusion which leads to mistakes and chaos. Since your employees come from the community, having them participate using ICE 24/7 can maintain the awareness and efficacy of your company program. There are considerable ways ICE can be used by business to invigorate their safety programs...many have called it a "no brainer".

We look forward to the continued adoption of ICE throughout the Province of British Columbia and to all the other provinces of Canada!

Emergency Action Plans - Evacuation

How often do you overlook those evacuation diagrams in your office or when you are visiting an office complex....they may as well be braille for sighted folks in many instances.

OSHA tries to simplify the process and we blogged about that previously here.

As a component part of your company or organization's Emergency Action Plan you can use ICE as a tool to help immediately identify any/all documents, information, routes and pertinent equipment or resources using this simplified method.

Does your facility receive visitors? If so how do you orient them to the safety and evacuation procedures ? How do you handle subcontractors with new employees? Short term visitors?

You are likely going to say they are escorted around the facility right? When that system breaks down are you visitors left to their own devices? Orienting visitors upon their signing in can take from less than a minute to five minutes in many cases and is considerably more beneficial than if you did nothing.

ICE can be a cohesive and consistent identifying symbol of safety and preparedness in your facility - and elsewhere.

Still wondering why all the commotion about "distracted driving"? Where have you been?

People are dropping all around us on the roadways because they are not paying attention to what they should be doing - and that is driving their vehicle - be it a smartcar or a bus.

Ok, well our friend Jay Anderson from Stay Alive Just Drive who has been at this effort before all the others jumped on board puts it all in perspective for us in his letter copied below.

Use it as a safety tool box discussion with your drivers, your family, your congregation or at roll call.....but please read it.

GOOD DRIVERS, JUST DRIVE!

Perplexed at how to broach the subject of poor driving habits often displayed by law enforcement officers, a recent conversation with a friend helped shed light on the subject. He was on his way back to Fort Myers from Lehigh Acres and in typical Southwest Florida fashion it was raining. Like many long time drivers who are often unsure, he asked if it was the law to turn your headlights on in the rain. I quickly cited Florida Statutes - 316.217: When lighted lamps are required; paragraph (b): During any rain, fog, or smoke. He then proceeded to tell me he followed a marked law enforcement vehicle, leading the pack without his headlights on in the torrential downpour.

Quickly coming to the defense of my friends and co-workers in law enforcement, I explained that the one would only hope that our law enforcement officers (LEO’s) would set the example. Unfortunately, the truth is LEO’s are a microcosm of society. A weapon and a badge does not make one a good driver. Practicing good driving habits makes one a good driver regardless of what you do for a living.

Given the fact that everyone knows someone who has lost their life or suffered serious injuries in a crash, it’s not surprising that statistics show 97 percent of all crashes are directly attributed to driver error. Yes that’s correct driver error.

Driving is unquestionably the most dangerous activity we participate in on a daily basis. Not surprisingly, a motor vehicle is treated by American’s as an equalizer, making a 100 lb woman identical to a 300 lb man when they’re behind the wheel. Essentially driving is the only activity we participate in that makes us all the same.

Safe driving is easy. It may require a little thinking and some practical application, but once again it is easy. The key is to “JUST DRIVE!” every time you’re in the driver’s seat. Sounds simple enough but obviously it’s harder than it looks.

Ironically, the same people who leave the church parking lot on Sunday morning, pull out on the highway and start violating traffic laws, yet they would never rob a bank, shoplift, or steal from their place of employment. What makes their behavior acceptable? Why are they the first to complain when they receive a citation, even though many are often habitual offenders.

Now the ball continues to roll as we add distracted driving to the mix. Many states have passed laws that prohibit hand held cell phone use and text messaging while operating a motor vehicle.

Are more laws the answer? Are there existing laws that can be amended?

The answer to both questions is yes. The 2010 Florida Statutes contains a law in Chapter 316, STATE UNIFORM TRAFFIC CONTROL that can easily be applied to distracted driving.
316.1925 – Careless driving

1. Any person operating a vehicle upon the streets or highways within the state shall drive the same in a careful and prudent manner, having regard for the width, grade, curves, corners, traffic, and all other attendant circumstances, as to not endanger the life limb or property of any person. Failure to drive in such a manner shall constitute careless driving and a violation of this section.

2. Any person who violates this section shall be cited for a moving violation, punishable as provided in chapter 318.

As you can see this law addresses the behavior of distracted drivers, and is a moving violation, with a $159 fine and 3 points on your license.

Our legislators would be wise to consider amending the law to include prohibiting the use of hand held cell phones and text messaging while operating a motor vehicle.

Ultimately, the person behind the wheel or handlebars is responsible for the safe and lawful operation of the vehicle.

That’s why we remind everyone: SAFE DRIVING IS NOT EXPENSIVE, IT’S PRICELESS!

Vancouver Adopts ICE - Mayor Proclaims ICE Week September 9-15, 2010

City of Vancouver and emergency responders support ICE campaign for personal preparedness
September 9, 2010 - A simple card for a wallet or a backpack, or a cell phone contact entry, is a key tool for Vancouver first responders In Case of Emergency.

The City of Vancouver today joined the Vancouver Community Policing Centres, the Vancouver Police Department (VPD), Vancouver Fire and Rescue Services and BC Ambulance Service to launch the ICE campaign to help first responders reach a person’s designated contact or translator if that person is unable to communicate.

The campaign promotes the internationally recognized acronym ICE, short for In Case of Emergency, as a name that can be programmed into a cell phone or found on a wallet card to assist first responders to find an appropriate contact. Over the past six months, the Vancouver Association of Community Policing Centres has spearheaded bringing the campaign to Vancouver.

“The City does a lot to prepare Vancouver for emergencies, and now there is another tool that people can use to prepare themselves,” said Mayor Gregor Robertson. “Vancouver is taking a leading role among Canadian cities to spearhead this important safety initiative and I encourage our citizens to take part."

"When every minute counts, because it could be your last, you would want your loved ones contacted immediately. Recording your ICE information makes that possible," says VPD Sergeant Ken Athans.

“Making contacts available using ICE not only helps us, but can help save lives,” says Captain Gabe Roder with the Vancouver Fire and Rescue Services. “With schools back in session, it’s a great way to protect your children.”

“BC Ambulance Service supports the ICE program as an easy and effective way to let paramedics and other emergency personnel know who to contact in an emergency,” says Superintendent Bob Alexander of the BC Ambulance Service.

ICE was developed in 2005 by a United Kingdom paramedic who found that most accident victims had cell phones, but first responders didn’t know which number to call if the patient was unable to communicate. The idea spread internationally and has been endorsed by cities such as New York and by the International Association of EMTS and Paramedics.

The ICE campaign was started to lessen the time it takes responders without clear contact information - an average of almost six hours in New York - to reach families following emergencies.
In a multicultural community like Vancouver, the ICE contact can be a translator who will assist the victim by providing information to first responders.

For young children, seniors and those without cell phones, business sized ICE cards are a valuable tool that can be carried in a wallet or backpack. Plans are to distribute the wallet cards to schools as well as agencies working with homeless people throughout Vancouver.

ICE Campaign for Personal Preparedness

A simple card for a wallet or a backpack, or a cell phone contact entry, is a key tool for Vancouver first responders In Case of Emergency.

The City of Vancouver today joined the Vancouver Community Policing Centres, the Vancouver Police Department (VPD), Vancouver Fire and Rescue Services and BC Ambulance Service to launch the ICE campaign to help first responders reach a person’s designated contact or translator if that person is unable to communicate.

The campaign promotes the internationally recognized acronym ICE, short for In Case of Emergency, as a name that can be programmed into a cell phone or found on a wallet card to assist first responders to find an appropriate contact. Over the past six months, the Vancouver Association of Community Policing Centres has spearheaded bringing the campaign to Vancouver.

“The City does a lot to prepare Vancouver for emergencies, and now there is another tool that people can use to prepare themselves,” said Mayor Gregor Robertson. “Vancouver is taking a leading role among Canadian cities to spearhead this important safety initiative and I encourage our citizens to take part."

"When every minute counts, because it could be your last, you would want your loved ones contacted immediately. Recording your ICE information makes that possible," says VPD Sergeant Ken Athans.

“Making contacts available using ICE not only helps us, but can help save lives,” says Captain Gabe Roder with the Vancouver Fire and Rescue Services. “With schools back in session, it’s a great way to protect your children.”

“BC Ambulance Service supports the ICE program as an easy and effective way to let paramedics and other emergency personnel know who to contact in an emergency,” says Superintendent Bob Alexander of the BC Ambulance Service.

ICE was developed in 2005 by a United Kingdom paramedic who found that most accident victims had cell phones, but first responders didn’t know which number to call if the patient was unable to communicate. The idea spread internationally and has been endorsed by cities such as New York and by the International Association of EMTS and Paramedics.

The ICE campaign was started to lessen the time it takes responders without clear contact information - an average of almost six hours in New York - to reach families following emergencies.

In a multicultural community like Vancouver, the ICE contact can be a translator who will assist the victim by providing information to first responders.

For young children, seniors and those without cell phones, business sized ICE cards are a valuable tool that can be carried in a wallet or backpack. Plans are to distribute the wallet cards to schools as well as agencies working with homeless people throughout Vancouver.

ICE in Your Vehicle - Example

This photo submitted came from Florida where hundreds of thousands of citizens have been using ICE as a preparedness tool. This particular vehicle was equipped with an ICE Sticker on the glove box so first responders could access emergency medical information in an an accident scene or other medical emergency.

Having the same icon (2x2" ICE Sticker) on the rear or side window (drivers side) would alert responders that this info is "on board" and available.

Be redundant - have ICE Cards in your wallet along with Emergency Medical Info forms, have your cell phones programmed with contact and emergency info and of course use Smart-ICE if you have a smart phone! Make sure your contacts have your critical medical info on hand as well.

First Aid Kit Basics

How many times have you heard the media pundits tell you that in order to be prepared you should have a "first aid kit" with your emergency supplies.

We are going to help you define what some agencies and the media have been generally reluctant to do. You can make adaptations as you see fit and as your skill level dictates...but first some thoughts on that ...

Practical Considerations:
Everyday kits come in many sizes - for biking, ATV, car, boating, camping, job etc..
The gear in the kit may be used by others that may be more skilled to use them than you are.
Many kits found in stores are inadequate for more than a simple emergency.
You might be called upon to use this kit many times during a disaster.
Constructing your own first aid kit (DIY) is a part of the training.
In an extended emergency (30 Days+) medical assistance may not be readily available.
Good kits will cost some money. We suggest that if you can - build your own. You may consider more extended disaster gear to have on hand to supplement your first aid kit for a long haul.

Having as much first aid training and reference materials on hand are important for long term emergencies or when you are sheltering in place. Certification is required for the everyday use of some of these materials....if your life is in danger you should not be concerned about that.

Learn how to do things in an emergency - if you get help, great - if not, saving your own life or that of a family member is what matters.

Just not the sitcom ..... This one is now a Cat 3 down from a Cat 4 and with Tropical Storms.

Optimal time for preparation has passed as evacuation orders are being given for outlying areas.....would you be ready?

Typical interviews with the "person on the street" leaving the big box store with cases of bottle water confirms that some people at least heed the advance notice but not soon enough. Why put yourself in a position to rely on bottled water when you can have much more manageable storage options.

Preparedness savvy types that reside in the cross hairs of this storm already have a month's supply of water/food on hand to start (3 gallons per day per person minimum) realizing that the 3 for 3 mantra of the government relief agencies is a bit deficient in that many such emergencies will extend beyond those 3 days. Then what?

Some best bets for water storage are military/marine water containers (Scepter Brand), 5 gallon size treated with Iodine, Chlorine or Liquid Oxygen for longer term storage.

Ceramic / Carbon water purifier devices prepositioned with your water stores will ensure the safety and quality of your emergency water supply. Store it out of the sunlight in a cool place. UV purifiers can be used for your backpack evac bag along with iodine or chlor-floc tabs.

10-15 of these jugs will take up some room but offer some portability and a means of sharing if that is in your plan. $10-25 per jug get expensive as well. Free and clean food grade 5 - 6 gallon pails sealed up could work - don't forget your pail top removers (99 cents at Lowe's paint department).

Options include various other sized containers like 15-30-55 gallon drums which can weigh in around 250 - 470 pounds. Waterbobs can be used in your tub and filled up shortly before needed....inexpensive (http://www.campingsurvival.com/)

In accordance with our Keep It Simple (KISS) Policy here we will be constructing posters you can use at your exhibitions that clearly demonstrate how to complete an ICE Card in the event someone has a question.....this is but one way. Add them to the other "how to" posters we have online for free.

Make sure to use a good fine point pen like a Space Pen or similar write anywhere ink version as water markers won't work well and smear/smudge.

Note that the order of the contacts could reflect the same order you have on your cell phone using the E.123 Method (Best - Simple - Works on All Phones 01, 02, 03....) and you can change these anytime just by making out another card.

Try your best to be consistent in this area because in the confusion of a full blown emergency many mistakes can and will likely be made.....remember that so you are not disappointed. If you use ICE you can certainly reduce the likelihood of an error or miscommunication taking place.

Improvised Emergency Shelter

In the event of an emergency where you might need to relocate to a safer location for a period of time depending on the nature of the emergency one consideration could be a variation of the storage container pictured here.

These 14 gauge all steel storage units come in 10-20-40 foot sizes and have a host of adaptations that can be installed that lend themselves to remote set ups including man doors, safety entrance and escape constructed doors, storage shelve options and secure locking devices. Of course they have a considerable storage capacity for whatever you think is essential to have on hand for your "camp" or relocation property.

The units can be shipped via truck/flatbed to your location and positioned strategically. Smaller units can be more manageable and while they normally are rented by construction firms and event organizer they can be purchased as well for about what you might pay for a stick built shed or garage depending on the condition.

Suffice to say the storage box is more secure and could be buried in sand or rocks to make it blend into the environment and do come in different colors as well. These units do come with vents to allow changing temperature condensation to evacuate as well as fumes from volatile compounds like gasoline.

We know you will attempt to store fuel of some sort in there so why beat around the bush. read other blog entries on that topic here. The tops are painted white to reflect sunlight in an attempt to keep the temperature down. Interiors are painted as well and have wooden floors.

Living in these things might be a challenge but less so that in a tent....plus you can store materials on top of the unit (not likely on your shed) and survival apparatus can be positioned inside as well as outside to accommodate your likely "outing".

Do they look appealing? Well, - a log cabin might be more appealing...but that would cost $25-30K and these are a fraction of that. Now they are looking better. You could apply board and batten or a fence to offset the dimensions of the unit and color coordinate. Security is provided by locking devices and heavy metal doors - you would need to have a cutting torch to get in.

Consider the various sizes that you could use and zoning regulations on temporary storage in your community. They also are heavy so before you think about dropping one off way up your mountain.....get your crane guy lined up first. The rest of us will do just fine on level ground up on treated blocks.

The A-Verdi Company in New York State has an extensive array of units and modifications they can create for you. You may have other vendors in your particular state who might do the same...these units are plentiful. No, we aren't related or have stock in this family owned company.

We think you should give this idea some thought in your planning stage.

Best part - if you don't like it after a while - sell it back or sell it outright. You can't (really) do that with a shed.

Summer is here and for those of us active people who love the outdoors and run, jump, bike, hike, paddle or push the limits in some way out on the trail, it is time to take a minute or two to evaluate the environment where you are going to be exerting yourself.

If you are doing so in a local public park or trail system you may already have realized that services have been cut due to the massive government debt so your trails may or may not look all that well maintained.

You may also have noticed reduced park police presence this year for those same reasons. Even so, if you are doing these things yourself and find yourself all of a sudden taken ill or trip and fall injuring yourself or get caught up in a storm....you might be alone for a while. Hey, no problem right? Maybe....but then again folks have gone off trail just a few feet and been injured with no way to summon help.

Bottom line: If you are all alone recreating in some way make sure you let someone else know where you are going, when you anticipate being back or finished, take a cell or smart phone and know where the closest phones (public or private) are near your route. If you are late, call and advise your contact(s) so they don't mistake your lateness as your being inconsiderate - it could make a big difference.

Avid runners will run 5-10 miles and into some terrain where you would not anticipate others to follow in short order so if you take a header off the trail or bike it could be some time before (if) help arrives. If road running you could get hit by a car by someone texting their friends and they would never know it. Even if people do pass by there is no saying who they might be or if they would be able to help you in a medical emergency.

This strategy is part of the overall ICE concept of common sense. Don't count on a TV movie rescue via helicopter either....it is not likely to happen in most cases. Anticipate a long wait and a long ride to a medical facility if you are out in the sticks.

A small pack carried on your waist with some first aid and survival essentials taken with you or attached to your bike, canoe etc. can help save your life. A local map would be a great addition if you are not overly familiar with your area.

Also be alert for others who don't "fit in" for some reason - don't deny what your instincts tell you. Best bet run/bike in a group (many do) if you take a regular route at a specific time as predators would count on you to maintain your schedule. Park your vehicle in a well traveled or easily observed spot if you can.

Just take some time to look around and ask "what if" a few times....then take some common sense steps to make your summer an enjoyable one!

Document Safety - Be Aware

Those of you that are actively making sure you have back up copies of important documents or are just completing your due diligence with other important and possibly sensitive personal data should be acutely aware of the fact that modern photocopy machines in service since 2002 have computer hard drives installed on them. This was done so they can print large documents more rapidly from computers.

Unfortunately this same convenience feature also records each and every document ever copied on the machine. Therefore those sensitive medical or legal records you might have copied on the office photocopy machine, the post office or a photocopy service are now available to identity thieves or anyone with programs downloaded off the Internet.

When the machines are traded in, the documents often are stored with the machine and the next owner has unrestricted access to them. Many companies do nothing to stop this because they are either unconcerned or uneducated about the security risk - as was the City of Buffalo, New York Police Department and a health care company as seen in this video from CBS News. So, documents copied at a doctor, lawyer, insurance or company office using one of these machines are possibly already out there and ready for the taking.

Programs exist that could wipe the hard drives clean and some copier sales companies insist (now) that they in fact can ensure the safety of the original user (aka owner of the machine - not YOU if you used it at work or wherever) after a trade in. Don't trust that to happen. Don't copy anything sensitive on these type of machines - period.

You might have to seek out older and less complex and non-networked copiers not utilizing hard drives - you might get funny looks from copy center folks who are unschooled in this issue. You may just have to print out any files you have digitally or scan them and print extra copies.....yes a pain to do. Consider the potential consequences of not doing so.

If you own the copy machine or lease them you can purchase a program ($500) to clean the disk or have it erase the file after each use like Sharp brands reportedly do.

Be aware of this going forward and if you are all of a sudden a victim of identity theft.

Reality Check - Violence in America

Look closely at this sign..... since when is anyone entitled to everything in life for free? Who is promoting this fantasy and that it actually exists here? Actually promising to kill police officers if their demands for free benefits are not met is outrageous.

This activity of promoting violence left unchecked will quickly lead to lawlessness, anarchy and chaos which ultimately leads to death and destruction. There are people in this country who actively use this ageless method of fomenting disorder and chaos as a expeditious means of accomplishing their political agenda.....this is more than troubling. It is wrong.

Nothing is ever free - nothing of real value ever comes without hard work or sacrifice. Free to one person generally means someone else must go without. You cannot sit around and absorb everything you need like a sponge.

Same message applies to personal preparedness - don't always plan on someone else always coming to your rescue - you have to participate in the process by regularly taking steps to ensure your own safety. Sorry, no flowery prose or promises here - just a reality check.

We have all seen the TV survival shows with some guy who can live forever it seems with his one big knife and whatever junk he might find on his route in the wilderness.

Now that is an excellent skill to have don't get us wrong...but realistically how many of you are prepared to live with the bugs full time and begin to make gear out of discarded junk after an emergency? Not many.

There are a few essential gear "must haves" in your kit - paracord fits the bill - light and strong with plenty of applications.

Not all are created equal however. Post Drill Debriefing: Emergency Bug Out

OK, so you have decided to take the time to create a likely disaster scenario for you and/or your family and the best solution for your safety was determined to be a "bug out" or evacuation of your dwelling - or a location you are staying temporarily like a college dorm or apartment.

This is an extremely difficult decision to make, leaving what has (for most) come to represent security in your life - your home. Not to mention all the time and effort creating your suitable domicile and the ubiquitous "stuff".

Needless if you were not overly prepared you will have discovered that maybe this survival/preparedness idea is considerably more complex and difficult than you first thought.

We certainly appreciate that. Remember - this is an ongoing process - not a one size/one time fits all event.

Some things to discuss....

How long did it take after deciding to leave did it take? Under 5 minutes? 10 minutes? 20 minutes? More? How long? Did you actually leave?

Was the planned conveyance - car-boat-motorcycle-bicycle-bus-atv-plane - able to accommodate all your critical gear? Was there an alternative means available? What changes would need to be made before you could use the alternative and how fast could you switch your means of egress?

Were you actually able to carry your evac bag (assuming you had one or more) any distance or was the kitchen sink too heavy (humor)? Were you prepared to carry on by foot if your vehicle failed you?

Did you have a destination goal that was safer than the place you were leaving? If so, in what way and for how long?

Were you accompanied by others or just yourself? What might be some difficulties with injured family members or neighbors (or yourself). Did you consider your known physical limitations?

How far away did you travel? Did your vehicle have sufficient fuel to make the trip or did you have to refuel enroute?

Was the time you held the drill realistic? If another time was more difficult, would you have fared as well as you did this time or worse?

What were the Strengths, Weaknesses, Opportunities and Threats (SWOT) presented by the execution of your plan ? Did you encounter challenges you never thought existed or did you exploit opportunities you had considered in your planning stage? What would you do differently and in what (realistic) situations would your pre-planning not work?

Would have sheltering in place (SIP) been a better alternative? If so, why and for how long?

What are some other preparations would you make knowing what you know now? Would your home and the contents be "safe" for short periods of time knowing alarms and police protection would be non existent? Have you considered that?

More food? More water? Better ride? Safer means of carrying documents? Money? Firearms?

Did you find that in fact under certain scenarios you actually had no realistic expectation of being able to remove yourself safely in time to preserve your safety and that of your family? In this case would shelter in place (SIP) be the only option? Should you prepare instead for that response?

This post can go on for hours with a variety of questions and ideas on how you might have, should have, could have...but it was an exercise and exercises are meant to create ideas and evaluate plans and processes. So, if you developed more questions than answers - do not despair because that is what this was meant to do.

Some of you will undoubtedly throw up your hands and say "if it was meant to be then it was meant to be"......but WTSHTF your flight or fight response will kick in and that previous philosophical lament will quickly become a moot point - so how about "I will prevail" as your mindset instead? Good.

Preparedness Drills - DIY

In order for you to become proficient in handling emergencies and getting a feel for how your plan works you should drill just like safety professionals do. What better way for you to experience how it feels to be without power, lights, running water and whatever realistic situations you might encounter?

Another form of this drill would be for you to ask the family to prepare (on short notice - much like an unannounced fire drill at work/school) to evacuate your residence because of an overturned tanker or gas leak or flooding. Have you seen the media footage of people with advance notice of impending calamity needlessly carrying out their plasma tv's? "Unprepared" would be a very kind word to use.

Many people seemingly don't have to drill because they have this experience first hand - floods, tornadoes, hurricanes, fires etc.. Many of these folks are already well versed and often ready to respond. Most people still are not.

So, for those who aren't and want to actually see themselves and families in action - now is as good a time as any. Some family members may be reluctant to be involved but considering the consequences of not being prepared are great - it will be a time to test interpersonal skills as well.

Potential scenarios:

Shelter in place for one full day - yes- say 24 hours. No phones, no electricity, no running water - no TV. What back up plans are in place to deal with this and what equipment is set aside for this - use it like you would during the real deal.

Mock Evacuation to another location or relatives house packing your gear out in your vehicle or whatever conveyance you decided to use. City residents may have to try alternate means to get to their destination...make the drill as realistic as possible. Test your emergency shelter or vehicle equipment realistically. If you live in an industrial area you may need to recognize hazards and plan for emergencies that might occur. Don't wait for others to dream up these scenarios for you. They will be a long time coming!

Reroute Drill. Devise an alternate route home from school, work or a place you frequent due to an emergency like a plane crash, fire or traffic accident (fairly common) but close off your normal route and see what difficulties or challenges you encounter. You might even consider offering this as a game for the kids....within reason depending on age. Practice a first aid scenario and you can put a participant 's arm in a sling to replicate an injured limb.

Remember these situations are quite possible and it is better to know now what it might be like and how to compensate because it may save your life.

Post Drill:

When you finish your prescribed exercise, debrief everyone and make necessary changes to your plans. The experience and insight you gain from these exercises is the key as your actual plan may not adequately deal with the emergency exactly as you planned.

Your decision making skills and increased knowledge from interacting with your team will now allow you to make those important choices more decisively. Don't be dissuaded from conducting a drill because of what someone naysayer says - they will always be the first one's over to get YOUR help in an emergency.

Mindset:

Do this with trusted family or some friends and try it being low key at first. You don't want the whole neighborhood knowing you are the prepared one and having them show up at your door - or shelter, because they are feeling too entitled or downright lazy to take care of themselves.

We live in an entitlement (aka nanny state) society now and many expect that costly helicopter rescue to save their day - reality is something else altogether!

Seeing that government has not adequately involved citizens in any realistic drills or school training - you need to do it yourself. More to follow.

Brain Injury Awareness Month

The Brain Injury Association of Florida has been supportive of ICE over the years. People should be cognizant that March is the month where this debilitating affliction is recognized and people can donate of volunteer to help others.

Awareness and preventative measures should be a part of your safety program for this month. Certainly persons having injuries that might impair their abilities to communicate could benefit by having other means of communicating important information in an emergency.

Driving in Snow & ICE

This year much of our country has experienced snow & ice in considerable quantity - including Florida.

Our nation’s capital was closed for several days as they were unprepared for driving in the deluge of snow. Maybe that was a good thing.....

Some safety organizations and government sources will advise you not to drive at all in bad weather which might seem reasonable in some instances - but certainly impractical in others.

Many people absolutely have to get somewhere for one logical reason or another. It makes sense therefore that you know how to drive in all conditions! Some folks who live/work in snow belt areas already be aware of this, but surprisingly many others still don't.

Here are some “Best Practice” Driving Tips:

· If you must drive in snowy conditions, make sure your car is mechanically sound and you have
secured preparations like a survival kit on-board and that you know how to adjust and drive
your vehicle in various road conditions. Snow tires will work far better than all-season tires.
· It's helpful to practice winter driving techniques in a snowy, open parking lot, so you're familiar
with how your car handles. (Police Agencies train officers how to drive in various emergency
conditions - so why shouldn’t you learn as well?)
· Some vehicle owner’s manuals contain tips on how to drive in adverse conditions specific to
your vehicle. Check there as well.
· Consider taking driving courses from professional driving schools that teach EVOC courses for
police/fire/ems if you really want to become proficient.

How to Drive Safely on Icy Roads
· Decrease your speed and leave yourself plenty of room to stop. You should allow at least three
times more space than usual between you and the car in front of you.
· Brake gently to avoid skidding. If your wheels start to lock up, ease off the brake.
· Turn on your lights to increase your visibility to other motorists.
· Keep your lights and windshield clean.
· Use low gears to keep traction, especially on hills.
· Don't use cruise control or overdrive on icy roads.
· Be especially careful on bridges, overpasses and infrequently traveled roads, which will freeze
first. Even at temperatures above freezing, if the conditions are wet, you might encounter ice in
shady areas or on exposed roadways like bridges.
· Don't pass snow plows and sanding trucks. The drivers have limited visibility, and you're likely
to find the road in front of them worse than the road behind. (They travel at 35MPH in NY)
· Don't assume your vehicle can handle all conditions. Even four-wheel and front-wheel drive
vehicles can encounter trouble on winter roads.

Handling a REAR Wheel Skid...
· Take your foot off the accelerator.
· Steer in the direction you want the front wheels to go. If your rear wheels are sliding left, steer
left. If they're sliding right, steer right.
· If your rear wheels start sliding the other way as you recover, ease the steering wheel toward
that side. You might have to steer left and right a few times to get your vehicle completely
under control.
· If you have standard brakes, pump them gently.
· If you have anti-lock brakes (ABS), do not pump the brakes. Apply steady pressure to the
brakes. You will feel the brakes pulse — this is normal.

Handling a FRONT Wheel Skid...
· Take your foot off the gas and shift to neutral, but don't try to steer immediately.
· As the wheels skid sideways, they will slow the vehicle and traction will return. As it does, steer in the direction you want to go. Then put the transmission in "drive" or release the clutch, and accelerate gently.

If You Get Stuck...
· Do not spin your wheels. This will only dig you in deeper.
· Turn your wheels from side to side a few times to push snow out of the way.
· Use a light touch on the gas, to ease your car out.
· Use a shovel to clear snow away from the wheels and the underside of the car.
· Pour sand, cat litter, gravel or salt in the path of the wheels, to help get traction.
· Try rocking the vehicle. (Check your owner's manual first — it can damage the transmission on
some vehicles.) Shift from forward to reverse, and back again. Each time you're in gear, give a
light touch on the gas until the vehicle gets going.
· Carry an emergency “Rescue Strap” in your vehicle – it is designed to pull your vehicle out of
the snow /mud/ditch - make sure you do not use a “Tow Strap” which is only designed for
towing.

Writing Pads - Low Tech Solutions That Work

On a trip, in your car, boat or in your evac pack ready to go should be one (or more) of these water resistant writing pads. Also included should be a pen like the space pen or rite in rain pen that can write upside down and in the rain as well.

Given the probability that electronic gear will be unreliable and possibly fail altogether in a protracted emergency, you should never underestimate the utility of low tech methods of storing and transmitting important information.

You should absolutely keep one of these in your vehicle to record the part numbers of replacement bulbs, fan belts, radiator hose sizes, fluid specs and other important operating info that would take much longer to find in the operators manual...assuming you still have one.

Remember you need to spend time to save time...when an emergency is underway and you need every minute you can find...taking 10 minutes to research part numbers on your computer or in the store just might not cut it.

Lost in the woods...or on the road and don't want to be lost later on - record your trip and landmarks in the notebook because you might be needing it later. Phone numbers, access codes or addresses? Try getting that out of your USB Drive on the fly. You can label pages with appropriate titles to direct your attention to the right pages and have one end free to write and detach notes for others if need be.

Maybe you don't have any gear that is electronic and don't care to. In that case these pads and papers should be in your plan. Small sizes fits in your shirt pocket or pants....large sizes will pack well and fit in cargo pants.

You should also maintain your emergency Medical Information Forms found on the ICE4SAFETY website (free as always) on a waterproof paper so it will remain readable when needed. Simple, useful......smart.

Did we forget to tell you to include the ICE Sticker on the covers to easily discern the pad from your grocery lists....it is weather resistant as well!

Amazing Survival Story or Need for Preparedness?

It is always difficult to criticize as an armchair quarterback but the only way others learn sometimes is by example.

This story on Fox News 2-18-10 about a fellow named Jason Pede on a business trip stranded 73 hours on a snowpacked Colorado road because of a wrong turn or bad directions is a good example. We are relieved he made it out alive....let us use his example to help others.

Some background:
Pede was operating a Lincoln Navigator - A large SUV with plenty of room. He was a professional driver by trade. He was admittedly out of shape and only had high sugar content soda and sugar wafers in his car for food. He was given directions on the road that may have been wrong and his GPS may have provided incorrect directions as well.

Pede was 7 miles away from any assistance when he became stranded and no one knew where he was. His wife lost contact with him as his cell phone battery may have died out or was out of range or both. He got his truck stuck in hood high snow when he tried to turn around.
His decision to not walk out (ok decision actually) was because Mr. Pede was out of shape (not a good decision). He managed to make fire "during the day"which melted his truck panels.

He "survived" by drinking Mountain Dew and eating Sugar Wafers until he ran out of gas for his truck. He then decided to walk out to seek help. Was he lucky?

As we have repeated here for 5 years....knowledge in an emergency is critical. More so than high tech gear.

He admitted now if he knew to only run his vehicle 10 minutes per hour to stay warm he would have conserved fuel and could have stayed in the truck.

Critique:
Ok. What might YOU have done differently?
Some of these items below may have been in play already. We have detailed these in a training memo last year which is on the website.....

Some suggestions:
Notified someone (wife in this case) of your new route via cell phone.
Mark Route on paper so contact knows it - and so rescuers can start an effective search
Carried at least one emergency evacuation/survival kit on board.
Flares/Lithium Powered LED FlashLights or Headlamps
Spare Batteries/Chargers
Aerial Flares/Rescue Strobe Light (Marine or Military- not toy versions)
Survival Food for 3 days - minimum
Water 2 1/2 gals - not sugar loaded soft drinks
First Aid Kit
Alternate Heat/Cooking Gear - Alcohol Based OK
Survival Candles - Long Duration High Density - Can be used for Cooking /Heat
Backpack
Sleeping Bag or Mylar Reflective Blankets - 1 per occupant
Parachute Cord
Survival Knife
Spare Warm Clothing Appropriate for Inclement Weather - Hats/Gloves
Portable Shelter (aka Tent/Tarp)
Snowshoes/Boots
Shovel
Tire Chains as required by State Law in many instances
Road Map
Firearm for Protection if licensed
Been in Better Physical Condition
Don't rely on your phone as your only survival tool.
Left an emergency survival manual in this large vehicle.
This would have been an actual bonified good opportunity for using OnStar (GM still knocks those of us who can't afford it and are personally prepared using ICE)

We will add more as we go forward...... He could have stayed put with this gear.

Hurtling Down the Road to Serfdom - John Stossel

ICE is a DIY concept espousing self reliance dependent on personal freedoms and initiative. According to Mr. Stossel, that independence and initiative is being sapped from the majority of Americans who are reportedly leaning more toward total dependency on government for all their needs.

Stossel also indicates that roughly 60% of citizens are dependent for government for their very existence. Loss of freedom to choose and act is a disturbing trend. If you are a proponent of increased government intrusion into your life instead of self reliance, chances are you are not using ICE.

CPR - Expedient Version - Compression Only

Knowing how to save a family member or friend if they are stricken by a heart attack is an important part of your preparedness efforts. Watch the adaptation from the Mayo Clinic that may just save a life. This is the chest compression only version without rescue breathing.

Considering traditional CPR may result in a 1% success rate if done effectively (read perfectly) we think that having this knowledge and applying it can save a life. If you already have had CPR training you can watch this and be able to respond immediately if you witness an event take place.

Always call for assistance from 9/11 or others nearby to help before the "diffusion of responsibility" effect kicks in.....
