Efforts like this need to be updated to reflect the current "Best Practices" otherwise the effort gets muddled and responders with enough on their hands are left with conflicting information that might interfere with their effectiveness. We advised them but have little expectation of any success of them getting it changed soon.. So maybe if you live in that state and have some drag with the state agency running this or with Sprint.....see what you can do.
